The North Little Rock City Council met tonight. Two members were absent - Neil Bryant and Olen Thomas. Here is a summary of what happened in the meeting:

  • On a 5-2 vote, with the Mayor casting the  tie breaking vote, the City passed R-08-75. This resolution authorized a Right-of-way Conveyance for high voltage power lines owned by Entergy located on city-owned Smarthouse property to the north side of Riverfront Drive adjacent to Mr. Bubba Lloyd's and Superior Spring's property. Estimated costs of the relocation of these power lines was $1.1 million dollars with a possible 30-40% increase due to materials cost increases according to Mayor Hays.

  • Resolutions R-08-95 and R-08-100 involving the condemnation of properties at 802 N. Vine St. and 4624 Schaer St. were held by Mayor Hays with a future public hearing to be held on these two at the next City Council meeting on August 11th.
  • Resolution R-08-112 authorizing the management of parking on the east side of Willow St. between Broadway and Second St. during events at the Dickey-Stevens Baseball Stadium was held

New Business  - Resolutions

  • Eddie Powell, Lowell Alderman, and James Roberts were all re-appointed to the Senior Citizens Comission
  • Garver Engineers, LLC, had their Local Government Endorsement for their participation in the Tax Back Program certified
  • The low bid of Sunbelt Fire, Inc., for the purchase of 11 thermal imaging cameras for the NLRFD at a total cost of $59,279 was approved from Act 833 funds.

New Business - Ordinances
  • The property at 3200 Highway 161 in Ward 2 was rezoned from unzoned to C-3/I-2/Conservation
  • The property at 901 North Olive Dr. was rezoned from R-4 to I-1.
  • Alderwoman Robinson propsed for consideration the possible amendment of the NLR city codes regarding the collection of Bulky and Large Trash or Brush. There will be a Public Hearing scheduled to further discuss this topic at the next council meeting.
  • O-08-57 regarding the City accepting the Streets, Roadway and Drainage Improvements associated with Wal-Mart Supercenter located on Maumelle Blvd. was passed.
  • O-05-08 Granting Conditional Use to allow Minor Automative Repair in a C-3 zone for property located on the north side of Maumelle Blvd. west of Wal-Mart was passed after a brief discussion about the uniformity of conditons for similar properties and the addition of amendments limiting the hours of operation and the screening of dumpsters.
  • A Conditional Use permit was granted to allow an Outdoor Car Sales in a C-4 zone for property located at 5623 MacArthur.

Can someone tell me why its so important to move those power lines? I've never thought to ask anyone in the know when I had the chance.

I don't know exactly where it is, but IF it's where Yahoo Maps says it is, it's just west of the Broadway Bridge, so the power lines currently run through the "brownfield" property that is being cleaned of hazardous waste. I believe the current City long-term plan envisions mixed use retail / office / residential development there.

Interestingly enough, MapQuest and Google Maps both show Mr. Lloyd's business as being SOUTH of the river...

BTW, was the vote 3-2? If I remember my math correctly 5-2 wouldn't have required a "tie-breaking" vote...

The vote was 4-2 without the Mayor. Debi Ross and Cary Gaines voted no, with the other 4 alderpeople present voting yes. Since a majority on City Council is 5, Mayor Hays voted yes to break the tie

The current power lines bisect the south central part of the site running east to west. They have to be moved to make the property developable. Without the move nearly 40% of the site could not be used. The debate was whether to move the lines to the north side of Riverfront, next to Mr. Lloyd's property or move them to the south side of Riverfront, on the City property next to Riverfront Drive
