The Levy Improvement Movement (LIM) is becoming a hotbed of neighborhood community activism in North Little Rock. At the Thursday, July 31st LIM meeting there were around 30 people in attendance including Alderwoman Debi Ross and Alderman Cary Gaines, mayoral candidate Bubba Lloyd and guest speaker Shirley Simpson, founder and president of Jail Reform Now. Here's a quick review of the meeting:
- This year the LIM will be partnering with the NLR Police Athletic League (PAL) to put on the "Halloween Haunted Hospital" and announced that they are hoping to expand the "Haunted Hospital" this year and that they will need volunteers to participate as "scarers".

- LIM announced their intention to start a Community Emergency Response Team (CERT) so that they will be available to respond to any local emergencies in Levy and neighboring communities in times of need. There are 20 spots available with a majority of the spots intended for LIM members, however a few spots are intended for members of other NLR community groups so they can spread the initiative to other neighborhoods.
- Shirley Simpson discussed problems with the local jail situation, citing the lack of adequate facilities, the closing of the prisoner work center, problems with the comptroller and urging the attendees to vote, especially in the often overlooked Justice of the Peace positions for the Pulaski County Quorum Court, due to their influence on the jails and therefore local crime.
- Alderwoman Ross brought up for discussion the problems with the Union Pacific clean-up of train right-of-ways, and urged concerned citizens to phone the Mayor to help resolve the problem.
- Alderman Gaines mentioned the success of the recent Ward 3 town hall meeting and a possible location change for the next meeting, which will be in October and will focus on the elections.
- LIM will host a Candidate Forum on September 25th to discuss issues and take questions from guests. As of now 5 or 6 candidates have announced their intention to run for the open Ward III alderman position.
- Logan Campbell was elected to the position of Treasurer for LIM, and in his first offical act asked the meeting attendees to purchase the new LIM polo shirts.
